On October 1, WhatsApp Business stops being free
Until now, every reply you sent a customer within 24 hours of their message was free. From October 1, 2026 Meta charges for each one. This calculator shows what that costs you, using Meta's official Israel rate card.

If you are considering Meta's AI
This is where the real surprise sits for Israeli businesses.
Meta charges for Meta Business Agent by token, at a single global rate of $2.00 per million tokens, which works out to roughly 4 to 5 cents per message. That rate is identical everywhere in the world.
An ordinary service message, by contrast, is priced per market. In Israel it is 0.53 cents per message, among the lowest anywhere. Germany, for comparison, is ten times higher.
So in Israel, a reply from Meta's agent costs roughly 8 to 9 times what the same reply costs from a person or a third-party AI tool. Meta makes this comparison using Brazil, where delivery costs far more. In a cheap market like Israel, the comparison inverts.

The full calculation rules
- Meta charges only for messages a business sends to a user, and only when they are actually delivered. Inbound messages from customers are never charged, and this calculator never bills them.
- The 24-hour window opens and resets with each message the customer sends. Non-template messages can only be sent inside it.
- From October 1 every non-template message is charged: as a service message if a person or a third-party AI sent it, or as a Meta Business Agent message if Meta's AI did. Never both.
- One charge per message. A free-form message with promotional content does not additionally attract a marketing charge.
- From October 1, utility templates sent in response to a customer inside an open window are charged. Until then they are free.
- Authentication templates are treated as billable both today and from October 1, so their delta is zero. Meta did not include them in the October 1 change. If they were in fact free inside an open window, your real increase is slightly higher than shown.
- There are no volume tiers on service messages. Utility and authentication do have tiers, but Israel's discount is 0% up to 100,000 and 300,000 messages per month respectively, far above small-business volume. The calculation therefore uses flat rates.
- The 72-hour free entry point window is modelled, at the share you set. Conversations that start from a Click to WhatsApp ad or a Facebook button are free for 72 hours. We apply that to what you send in response, meaning service messages and utility templates inside the window, because that is what the window covers in practice. Marketing broadcasts and one-time passcodes are not treated as landing inside a free window. Meta Business Agent messages are charged even inside it, because that charge is for tokens rather than delivery.
- Figures are Meta's list prices only, before VAT. If you work through a provider, their markup is added on top and is not included here.

Rate card effective 2026-07-01. Manually verified 2026-08-23. Meta may update rates up to four times a year, on January 1, April 1, July 1 and October 1.
Note the contradiction in Meta's own docs: Meta runs two documentation trees. The older one, which still ranks in search, says to this day that service messages are free. The newer one carries the change. Most calculators on the market rely on the older tree, and will be wrong on October 2.
From October 1 every reply costs money. They may as well be good replies.
